Reported by createWorkspaceToolProvider’s describeWorkspaceEnv tool — the merge of the file, bash, and (when enabled) fetch sides’ own info. File and bash share one cwd; fetch has none. webAccess is omitted when fetchUrl is disabled (fetchUrl: false or allowNetwork is false). Timeouts use the workspace knob names (bashTimeoutMs / fetchTimeoutMs), not the atomic timeoutMs.
